CAREER EXPERIENCE:
Since graduating he has worked solely in management consultancy in the
USA, Europe and Russia. He has conducted more than 50 client assignments.
He specializes in information technology and telecommunications.
As a research associate/computer programmer with Business Research, Los
Angeles his assignments included:
- The design, development and maintenance of various package information
systems for micro-computers using a fourth generation language. The systems
included:
- general ledger
- stock control
- professional time recording and billing
- sales force management
- An evaluation of computer systems requirements for a supplier of medical goods and
services.
- An evaluation of computer systems requirements for a wholesaler of sporting goods.
As a senior consultant with Touche Ross (now Deloitte & Touche), London
his assignments included:
- Financial modeling of the cost and revenue structure of Sheffield City Polytechnic as
part of a major project to re-develop the polytechnic campus. The modeling allowed the
project team to consider the financial consequences of various accommodation strategies.
- A survey of unit trust management companies in order to compare cost structures and
analyze profitability. The survey encompassed more than half, by value, of the unit trust
funds under management in the U.K.
- The design, development and implementation of a staff allocation system for H.M.Customs
& Excise. He was responsible for all aspects of the implementation including the
training of users and the satisfactory completion of user acceptance testing.
- A study into the costs and direct benefits of research on behalf of the Polytechnic and
Colleges Funding Council. The study used a questionnaire based approach to
analyze the
benefits from a large proportion of the research projects funded by PCFC.
- A review of capital control systems within the Natural Environment Research Council on
behalf of the Department of Education and Science. The study provided an independent
evaluation of the quality and consistency of financial management, with respect to capital
expenditure, within the N.E.R.C.
- A study into the cost structure of waste collection and waste disposal authorities in
order to determine a system of recycling credits for the Department of the Environment. A
scheme was devised to provide a positive economic driving force for the recovery of
recyclable waste materials.
- An information strategy study for the Hospital and Community Health Services on behalf
of the Department of Health. He worked as part of a joint team with civil servants to
develop the information strategy for a business area within the Department. Work he
completed includes identification of information requirements related to divisional
objectives and a review of existing systems.
- An information technology strategy study for the Voluntary Health Insurance Board in the
Republic of Ireland. He was primarily involved in the data and process
modeling aspects
of the assignment. The study was carried out using the 4FRONT methodology.
- The analysis, design, development and implementation of an interim financial management
system during the liquidation of the Bank of Credit and Commerce International (BCCI).
- An IT strategy study for the BCCI, in liquidation. The study provided high level
direction during the early stages of the international liquidation.
- The analysis of user requirements and acceptance testing of a system to enable the
download of all data from ageing, unsupportable miniFalcon accounting systems to PC based
replacement systems to provide accounting and claim processing support in the liquidation
of the BCCI. The system was developed using a combination of ACL (Audit Command Language)
and Foxpro.
- The implementation of banking and claims systems in international branches of the BCCI,
in liquidation. He was responsible for installation, data migration, data validation and
system testing for PC-based accounting and claims processing systems in Scotland and the
Isle of Man.
- The development and implementation of standards for the "in house" use of
spreadsheet software. The standards were developed to support the Quality Management
System within the management consultancy and were subsequently extended to Touche Ross
& Co. as a whole.
- Assistance in the evaluation of tenders for the contractorisation of the Atomic Weapons
Establishment. He was primarily responsible for the co-ordination of seven evaluation
teams to ensure consistent quality, compliance with the terms of reference and adherence
to project deadlines. He was also involved in the contractual negotiations between the
bidders and the Ministry of Defense.
- A financial review of a paper manufacturer. The majority shareholder of a Spanish paper
manufacturer discovered a major problem within the company. The client requested an urgent
review of the fundamental viability of the company. In an extremely short timescale he had
to analyze the value chain, the management structure, and the staffing levels. The
client's timetable was met, and ways of saving over 1,000 out of more than 6,000 headcount
were suggested. The client accepted the report and has continued to support the company.
- Analyzing and modeling the group financial reporting process for Barclays Bank in order
to identify opportunities to reduce the time taken to produce group results. The work
involved a careful analysis of the critical path for consolidating group accounts.
- A post implementation review (PIR) of the office automation systems at the Mental Health
Act Commission on behalf of the Department of Health. He was responsible for all aspects
of this assignment including a review of technical design documentation (process models
and data models) for various Informix based applications.
- The development and implementation of a voucher clearing system for the Goskomimushestvo
(GKI or the "Ministry for Privatization" in Russia). The assignment was part of
the technical assistance to Russia provided by the U.S. Government under the control of
the U.S. Agency for International Development (AID). The system, the first of its kind in
Russia, is used to clear value for privatization vouchers across the country as well as
providing depository facilities. He was responsible for managing the systems aspects of
the assignment, including:
- negotiation of a contracts to purchase and import computer equipment
- management of the design, development and testing of an accounting
and depository system
- management of the development and testing of a "SWIFT-type"
secure messaging system
- management of the installation of hardware and software in 12 cities
across Russia.
The system was to be extended to more than 36 cities in Russia and
ultimately used for secondary market trading of shares.
- Assistance in managing the implementation of accounting, settlements, risk management,
market data delivery and position keeping systems during a program of replacement of
core business systems at Nomura International, a large Japanese securities house.
- The design and construction of a detailed financial model for the trailer and container
rentals group, Tiphook plc. The model was produced under very short timescales in order to
demonstrate to financiers the underlying viability of the business and to support appeals
for continued funding of the company.
- A business requirement specification for a student billing system at the University of
Westminster. The system was designed as an extension to the existing INGRES based students
record system and included sales ledger functionality in order to interface to a newly
implemented general ledger system.
- A business requirements specification for various MIS systems at National Westminster
Bank. The assignment was carried out for Group O&M, an internal consultancy within the
bank. The systems included:
- time recording and billing
- consultant allocations
- training
- sales and marketing
- administration
- A definition study for in-barracks and battlefield command and control systems for the
British Army. The purpose of the study was to demonstrate the feasibility of using
commercial and government off-the-shelf software in the command and control environment.
The study was managed using the PRINCE methodology.
- A section 39 (Banking Act 1987) report to the Bank of England on the control of IT
within Confederation Bank Limited (now Sun Banking Corporation). The study comprised a
high level review of the management, organization, systems, policies, procedures and
standards relating to IT within the bank.
- The securitization of a mortgage pool for Maple Securities Ltd. He was responsible for
the accurate selection of the mortgage pools. The securitization resulted in the
successful issue of £175 million mortgage backed floating rate notes.
- A high level review of the IT function at First National Bank encompassing mainframe,
mid-range and end user technologies. The review provided recommendations for improving
control on IT within the bank, which were incorporated in the auditor's management letter.
- The review of a financial model of a power station construction project for Powergen
International. The model illustrated the profitability of a £2 billion project to design,
construct and operate the Phaiton II power station in Indonesia.
- Assistance to three stockbrokers in Ekaterinburg, Central Russia on behalf of the
British Know How Fund. He was the project manager of an assignment to deliver technical
assistance by improving business processes in the areas of:
- broking operations
- sales and marketing
- client and market accounting
- Assistance with an initial public offering (IPO) to issue 5 million new shares
representing $15 million for a large manufacturer of electro-technical steel in Russia. He
was responsible for the logistics of the offer including:
- designing the selling structure and process
- developing procedures for application processing
- contracting with a lead manager, selling agents, processing agents
and receiving banks
- installation of application processing software in four cities across
Russia
He joined CGR Management Consultants in Los Angeles as a
Senior Consultant. In 1998 he was invited to become a Principal of the firm. His
assignments included:
- The design of an automated dispatch system for the same-day air courier subsidiary of
Airborne Express. The design was for a pro-active, AS/400 based, client/server, workflow
system that would initiate and control the movement of all shipments during their routing
via cartage agents and the airlines.
- Re-engineering of business processes at a record publishing subsidiary of Time Warner.
The project made fundamental changes to the way that new product releases are scheduled
through the different stages involved in publication. In particular, he was responsible
for modeling the "as-is" and "to-be" process designs to demonstrate
the potential benefits from the new processes.
- Assistance with system development standards and methodology for Sage Enterprises, a
leading distributor of airline catering supplies, as part of a project to develop new
systems.
- The high level design of a decision support system for the US Army Chemical
De-militarization Project. The system was intended for use by contractors, Army General
Command and Pentagon Officials.
- The analysis, design and implementation of document management systems at Southern
California Edison to replace ageing and no longer supported IBM mainframe text retrieval
systems. The systems were developed using the Sybase SQL database and Docs Open, a popular
document management system from PC Docs. The project included the conversion of more than
1 million existing documents to the new systems.
- An IT Strategy Study for Sage Enterprises, a leading distributor of airline catering
supplies. The study was conducted using CGRs proprietary Formula-IT methodology.
- An IT Strategy Study for the Port of San Diego. The study was conducted using CGRs
proprietary Formula-IT methodology.
- An IT Strategy Study for Thacker Container Co., a leading west coast manufacturer of
cardboard containers. The study was conducted using CGRs proprietary Formula-IT
methodology.
- A Business Strategy Study for Hi-Shear Fasteners Division, a leading manufacturer of
aerospace fasteners.
- Assistance with call-center and accounting systems at Met-Rx, a manufacturer of
nutritional food bars.
- Design of a construction management system for St Johns hospital to be used during
the reconstruction of hospital buildings.
- Implementation of network infrastructure and applications systems for the Port of San
Diego. He was the project manager for a $10.6 million project to implement 11 projects in
a three year time frame as follows:

- A selection study for qualified vendors to develop a telecommunications strategy for the
Port of San Diego.
